Bush is to blame but i feel clinton got much more dirt on his hands and maybe Clarke.

Everybody is finger pointing. Clarke was in charge of this segment for eight years, and dropped the ball. Now he wants to say he was the white knight. It won't wash. But the Dems will get some mileage out of it.
