Rummy, as with all Shrubbery admin thugs, blames everyone else for all failures. He takes credit when things are going well (He KNOWS where WMDs are) and then points fingers (LOUSY INTELLIGENCE) when things aren't.

We're the world's most heavily funded, heavily armed military going after a country less than 1/10th our size crippled by a decade of sanctions. Yet we still haven't given them security and have lost 570 of our own in addition to 3300 wounded.
