The timeline I saw has the first plane hitting, then Bush going in to read to children instead of being on the red phone or whatever calling in a Defcon type alert. Maybe Cheney was handling it and ordered GW to read Porky Pig to children. Maybe GW wasn't trusted to lead at that point.
Otherwise, nothing makes sense about this unless - conspiracy theories could go anywhere from there.
