I don't know, perhaps it did bother us. Rumsfeld says that diplomatic pressure was put on Saddam to knock it off. Maybe he was lying. But maybe not. We restored diplomatic relations with the thought that we could wean Saddam from the Soviets and gain more influence over him, and because we feared adventurism from Iran.

Anyway, the Kurds seem to think it is okay for us to make up for past mistakes by helping them now. Why should you be sniffy about it if they are not? Oh no, we are behaving.......distastefully! Get the rosewater, and perhaps a snifter of brandy for the nerves.......
