Cost of agents provocateurs attempting to incite the crowd to illegal acts (or perform them themselves) so that the police could further brutalize a peaceful citizenry. Tear and pepper gas purchases, "non-lethal" bullet purchases, communications and spy equipment, provision for legal defenses, etc.... Basically, the same sort of militarization equipment and manpower as would be used in Fallujah, Tikrit or Baghdad.
