That is why we did not occupy Iraq in force. We were determined not indiscriminately to "toss" households, or use the reprisal methods of the Israelis'. Instead, we waited to develop sufficient intelligence resources to make targeted raids that were largely productive. Since that involves a relatively small number of lightly armed troops and special forces units, we had nothing useful to do with increasing the load of heavily armed troops. It would only have multiplied targets and increased fire- fights.

Additionally, we wanted to ensure that our transition to reliance on indigenous forces was credible. Indeed, unlike the Israelis, we largely can trust the indigenous armed services, and will transfer the main functions of law and order and basic security to them this summer. We will likely continue to have bases in place, to help prevent civil war and continue elements of reconstruction, but we are transferring sovereignty and have no territorial disputes over settlements, nor anyplace like Jerusalem in the disputes of Jews and Arabs.

In fact, we have neither adopted Israel's foreign policy, nor do we have precisely its problems.
