From "Ghost Wars - The Secret History Of The CIA, Afghanistan, And Bind Laden, From The Soviet Invasion To September 10, 2001" by Steve Coll, the managing editor of The Washington Post.

"Rice told Clarke she wanted him to stay on the National Security Council. Yet is was obvious from the start that Clarke would lose some or most of his power in the Bush administration....Weeks later Rice completed the first phase of her NSC reorganization, and Clarke formally lost his Cabinet-level status on terrorism issues. In response he asked Rice for a transfer. Clarke said he wanted to give up his work on bin Laden and concentrate instead on the threat of attacks against American computer systems. Rice agreed, promising to consult Clarke occasionally on terrorism questions." pages 542-543

BTW, the disclosure that certain individuals in the Bush administration, primarily Rumsfeld, were looking to hit Iraq immediately after 9/11 is not new. Bob Woodward, in his book "Bush at War" mentioned it. This is old news. The media has a short memory.
