Work on improving relations with the rest of the world. Right now, other than Britain (or, to be precise, Tony Blair) and Israel, our relations are screwed up w/ Germany, France, Spain, Russia, China.... and pretty much with the rest of the world. Those who are supposedly on our side, are there because of the bribes.

Without improving relations with the rest of the world, there isn't a snowball's chance of ever dealing effectively with terrorism.
