Yes, the Commission generally does. I find it is about 400-800% faster to read the transcripts than to try to listen to the endless BS that gets spewed. The NORAD testimony last fall was a particularly egregious case of attempted baffle-gab to distract the Commisssion. Which was all to willing to avoid any penetrating questions.
