Finns like their country, they tend to stay put. Great system of education, health-care, social welfare, and tightly controlled immigration make the taxation worth it for the majority.

On top of that, the whole country closes down for at least 1 month in the summer. There are doubtlessly many who like to escape the brutal winters, but not to leave for good. Not as a rule.

There's no real ex-pat community there because of tightly-controlled borders, immigration, and citizenship laws. Not everyone has "open borders" like we do.

BTW: their biggest complaints seem to be mainly about Russians.
