Saddam maintained stability relative to the ambition of others, but only insofar as he harbored revisionist aspirations himself. His articulated aspirations for hegemony in the Arab world, and leadership in making Arabs the ascendant "race", ultimately depended on weapons of mass destruction, since he clearly could not challenge the West conventionally. Additionally, his best strategy was to use special ops, including the recruitment of terrorists, in order to confuse responsibility and create a buffer against direct attack. Only a demonstration that he had renounced his aspirations would have undermined the logic of our position against Saddam.

We have made progress in disarming Qaddafi; in getting inspectors into Iran; in getting North Korea to the negotiaiting table; in identifying the inherent tension among the Europeans on how the EU will effect NATO; and we have made it clear that the UN is in need of reform. All of these are worthwhile things..........
