The difference revolves around whether the target is legitimate, and tailored to achieve a strategic end, rather than just foment panic. From that standpoint, it was a legitimate military operation. Obviously, the willingness to risk a high level of collateral damage, and the possibility of simply stirring up a hornet's nest, is troubling, however..........
