the willingness to risk a high level of collateral damage, and the possibility of simply stirring up a hornet's nest, is troubling, however.......... Why "risk" of stirring up? That was the idea, the purpose. In order to provoke enough suicide terror attacks to justify all measurements afterwards. It's Sahron tactics from the very first minute. He don't mind about dead Israeli civilians. Those deads are his justification and the base for his political success.
