The administration can't be too happy about this. JB: So might they have stopped the September 11 attacks? RC: I don't want to say they could have stopped the attacks. But there was a chance. JB: A reasonable chance? A good chance? RC: There was a chance, and whatever the probability was, they didn't take it. The timing is bad for Bush. Israel demands his attention. The current situation Iraq demands his attention. The election demands his attention. And of course the many inquires demand his attention. I don't think that Bush has enough attention to go around.
