If we are going to count U.S. donations of wheat as bad because they freed up funds for Saddam to buy Soviet and French weapons, then I suppose we also have to stop saying that we (and not Saddam) caused the deaths of hundreds of thousands of Iraqi children because sanctions meant we couldn't send Iraq any wheat.
