I haven't found much on the Council of Democracies except a comment that it was limited to English speaking countries and wanted to take over when the UN supposedly faded away due to Shrub's ignoring of that institution. That's funny.

As for Pakistan's proliferation activities, no one knows what they are doing. That includes our multibillion dollar intelligence agencies which either missed or ignored their decades long proliferation to....everyone with money.

Assuming that they have stopped anything is foolish. They're unstable, they've been pardoned without consequences they may need or want more money in the future. What's to keep them from starting up again with the new US-style tactical nuclear weapons?

Considering what happened to Pakistan, other countries may consider doing the same in the future. Proliferate to rogue nations and the US, when in need, will pardon you AND send you aid.
