That's pretty much on-target. Posting an entire article of copyrighted material is almost always a copyright violation, unless the holder gives permission. However, posting a summary, abstract, or key excerpts along with a URL to the source is perfectly acceptable.

Spamming one's own URL or any other for purposes of promoting another site would be indeed be considered spam and is a violation of the Terms of Use.
