The same arguments occurred to me, too. If I keep an open mind on this topic I can try to analogize how Frame Relay's reusable data link connection identifiers (DLCIs) work, substituting in this case lambda numbers (wavelengths), instead.

In frame relay there are only some 900 DLCIs that can be used to identify data flows (virtual circuits) and they are only good between two node points for the same customer's access line (or mid-link section). But there are certainly more than 900 services active at any one time, so DLCI numbers are reusable by other users from section to section within the frame cloud, with each set of DLCIs associated with a unique pipe. Of course, there can be many pipes on any given route, allowing an almost infinite number of flows to coexist on that route.

This certainly doesn't spell out a prescription for end to end optical service, but some variation of this approach might find its way into what GG has described. Otherwise, I too do not see how a truly all optical network can scale beyond a limited number of wavelengths without resorting to a form of multiplexing scheme or a sub-band carrier method. But then we're getting away from "all-optical" as it is presently perceived.
