Anyone else have rebate problems with Symantec? Anyone know to whom I can complain?

I *should* be receiving 2 rebates for the Norton SystemWorks/Norton Personal Firewall 2004 Bundle I purchased at Staples the beginning of March. One rebate is supposed to be for $60 (for buying the bundle) and the other, $30 since I own a previous version of Norton SystemsWorks. To get the $30. rebate, one had to send in proof of previous ownership. Sending in the first page of the manual was listed as one form of proof--so this is what I sent.

Yesterday I received e-mails on the status of both. Instead of a $60. rebate, I am only getting $40!?! My tracking number shows all is in order and my rebate will be coming, but the amount is all wrong.

For the $30., the tracking number shows I did not send proof of previous purchase. I telephoned and the robot on the other end insisted I had not sent any proof. I insisted I had and said it was impossible the page had "dropped" out because I had to fold it--around the form, Staple receipt, and proof of purchase from the box.

I am angry. I have no idea where the disk for my old version, 2.0 (which I bought in June 1998/99ish right after my previous notebook).

I'm feeling really screwed by both Staples and Symantec. This is a great way for Symantec to get out of honoring rebates--just say something was not received, since the person (like me) is basically helpless to prove THEY are to blame.

Staples is no better if they lure someone to buy something offering one rebate then only give a much lower amount.
