Why couldn't Bush strike Al Qaeda as soon as he got into office?

Because, as Powell noted, having no information from Clinton, the Bush plan called for a gradual increase in pressure upon Al Qaeda. Bush simply did not know of the threat because for eight friggin' years Clinton sat on his hands and failed to defend our country.

Bush had immediate access to all inside information about Al Qaeda, including many reports stating that the threat was imminent and pervasive. Did you miss Richard Clarke's recent testimony?

Nope. I heard Clarke tell a bunch of lies to sell his book. I also heard Clarke tell the truth. Unlike you and other leftists, I tend to accept the truth over lies.

“...the first point, I think the overall point is, there was no plan on Al Qaeda that was passed from the Clinton administration to the Bush administration.”
