Yes, I would definitely agree that as far as SUR goes the biggest negatives are the Philippines and the shares outstanding after this PP. I would have much preferred to see a much smaller financing at this point...say for $5 million.

One has to wonder how much of the two negatives above are reflected in the share price. Also, for a junior to be raising $26 million at this stage, at good prices, is extremely impressive IMHO.
