The key I have learned about Clarke was that he was "in" with Clinton. Had a lot of influence. Tenent hardly ever got to meet with Clinton. When Bush came in, Clarke was "out." He no longer had access to the Oval office

Yes, and what's more, it's clear that Bush & co had little use for Clarke's "whack-a-mole" anti-terrorism strategy.

The other thing I hear universally about Clarke is that he's a vindictive sob when crossed. As now we see.
