About 15 years ago, Ivan Boesky, whose crimes were at the Skilling / Lay level, got a Federal sentence of 3 years.

Many lessor figures got 1-2 years, or deals.

Now Sam Waskal got something like 20 years for stuff that is not even 5% of what Boesky did.

If Boesky et al, had gotten sentences of 10+ years, and the minor figures 3-5, I wonder if we would have seen the degree of criminality we have now ?

Prior to 2001, risk reward tended to favor the thieves.
