I watched much of the Pubic Commissions remarks. Heres how I saw it. Clinton was worried about Terrorists, but like Kerry he thought of it as law breakers not War on USA. So, when he could identify the attacker and strike them he did. But, sadly, he rarely identified them on time and the limited strikes we did were ineffectual. Bush team comes along, they see this as a War against USA vs terroristic nations implemented by selected terrorists (usually OBL) and was determined to devise a plan to fight this war. He was concentrating his efforts toward planning this and doing the things necessary to make it possible. All along neither Clinton NOR Bush realized how screwed up our intelligence agencies were and how they failed to cooperate with one another, thus we got blindsided on 9/11/01. That galvanized Bush to completely revamp ALL the intelligence agencies while at the same time his plans for defeating the terrorists on a broad scale were now coming to fruition. So, in the end we got a very good response to terrorists, we made nations realize you are either "with us or against us" and made them realize the danger of being against us. Now, things are about as good as one could expect from the USA viewpoint vs terrorism. Its sad we lost 3,000 lives, but I dont blame that on Bush at all. Nothing he could have done in that short time period could have prevented terrorist strikes against us. The intelligence agencies take a long time to revamp and he was not even aware at that time they needed it. I think the American people will see it the way I do. jdn
