It might have been a good thing to have waited for France and Germany's approval

Kerry’s current position, that he would have waited boarders on absurdity. Let’s remember the context of the time. France stated that they could foresee almost no circumstances where they would concede to going to war. Germany had a similar stance. So Kerry’s delay would have accomplished nothing, except make it more difficult for the military to proceed.

France’s position, is at the same time both absurd and counterproductive. It is absurd because France has taken military action in Africa when it felt that it was in their national interest. It is counterproductive, because such a statement rendered U.N. Security Council resolutions impotent and it created an environment where Iraq had no incentive to abide by them, which if you read the Kay report, they did not (abide by them).
