I am not impressed. No one would prosecute him for perjury, because no one could prove he had the necessary "mens rea", that is, intention to deceive, nor is it material to his testimony. As far as his reputation goes, it is too easy to cite changing circumstances leading him to allow himself to be prevailed upon to serve, and nevertheless assert that it was not on his mind at the time. If he had much shame, he would not so directly contradict things he said about the Bush Administration just a year and a half ago, and still insist that he was not lying either then or now.........
