Easy. They ran before the Military Industrial Complex.
Hair wasn't that important.

And, though they were on TV.
Nobody had a TV.
The convention was listened to on the Radio.

Once everybody got a TV, candidates with good hair did better in the primaries and general election.

Have you seen Shays from Conn. lately?
