There was no war on terror during Clinton's Presidency. It was handled as a law enforcement problem. William Cohen testified they had bin Ladin in their sites three times and didn't take him out because of worry about the legality. The Clinton administration turned down Sudan's offer to turn him over plus their files on his organization. The result was bin Ladin mocked the US and kept planning greater and greater acts of terror, finally culminating in the 911 attack. This attack was planned prior to Bush taking office and is a testament to the failed law enforcement model. But people who like Clinton's handling of terrorism should definately vote for Kerry. He promises to bring that approach back.
