Gee whiz...what is it about you republicans that makes you want to lie all the time? There was no war on terror during Clinton's Presidency. It was handled as a law enforcement problem. William Cohen testified they had bin Ladin in their sites three times and didn't take him out because of worry about the legality. This is not true. Every time Clinton had actionable intelligence as to the where abouts of bin Laden, he was fired upon. There was a submarine stationed 24-7 off the coast of Afghanistan for the sole purpose of being on station to send a missile on bin Laden. Legality was not an issue. Actionable intelligence was the problem...hence this is why the Predator program was accelerated.
