The issue that Kerry is trying to address is with India and China. There is *no chance* that large offshoring US companies will switch their HQs to India or China. None. It is possible some might evaluate moving their HQ to say, Ireland but most companies in Europe are more heavily taxed/regulated than US, and are more critical of offshoring. Besides that another loophole Kerry has pledged to address is the Tyco case of a "Cayman Islands" HQ when they are really a US company. So moving your HQ to ireland or anywhere might not pan out the way corps think.

US CEOs must think voters are really stupid, we know the US is the key market in the world and threatening to *pull out* is laughable. Personally I think it would be great if some of these monolithic companies like IBM,HP left the USA because the entreprenuerial climate would benefit.
