Steve, I just don't see how this would be feasible.

The foreign workers will not receive any SS or Medicare
benefits when they retire, but their U.S.-based employer
would STILL have to pay the payroll tax to the U.S.?
Is this what you mean?

If this is what you mean, then (again!) the fundamental
problem is that this is a tax ONLY THE U.S. would be
imposing on their companies. Other countries would not
be imposing a similar tax on their companies.
