I don't know. the U.S. media studiously avoids covering this story. Acording to this article, he is still in the U.S. Now that his terrorist organization has taken power, he might be able to go back and avoid punishment.

Anyway, wasn't the timeline that you are complaining about (regarding Constant) during the Clinton Administration.

This occurred during the Bush I, Clinton, and Bush II administrations. Bush II denied a Haitian request for extradition in 2001, at the same time he was telling Afghanistan they would be bombed if they did not extradite Bin Laden. Haiti presented evidence with their request, the U.S. did not.
