no, what I am saying is that in the current environment, which is *not* representative of the Kerry plan, software is priced at any price that is advantageous for the firms involved, whereever it is produced. So in the case I am familiar with, software produced in Japan (which is probably costly) is imported to the US for nothing and taxed here. Maybe because Japan has high taxes or any number of reasons. But the point is, that your claim that fair taxation between country offices is already in place, is wrong.
