Well, I think I am being consistent when I don't fault Clinton or Bush for not being omniscient nor omnicompetent. The intelligence people fielding the "chatter" wade through tens of thousands of rumors and leaks per week. Most of the time, only in retrospect does it become clear what was true. I don't want to live in a police state, where people can be arrested on the basis of unsubstantiated rumors. In order to ensure perfect safety from jihad, I suppose we could round up and euthanize all Muslims . . . . would that be sufficient to make Clarke happy, do you suppose? Or should we just put them into prison camps?
