The Democrats knew this was a corrupt commission before it began. Clarke knew it. It was a simple, but masterful move. What the GOP needs to do to counter it is continue to attack Clarke, turning Clarke's lack of credibility upon the Democrats. They can do this by repeating two points:

1. that Democrats are being political and soft on terrorism, blaming Bush for 911 when they ought to blame the terrorists,

2. That Clarke obviously cannot be trusted, and that for Democrats to rely upon him to attack Bush's 7 month administration, overlooking Clinton's eight year failure is the height of anti-American hatred.

Craft the message, give it some punch, and it will get through - no doubt about it.
