the case of pre 911. Reinforced cockpit doors..air marshals..luggage inspections and all of the other post 911 security measures that were implemented. It isn't necessary to wait for people to die before implementing security measures

The specific ideas that Richard Clarke was championing pre-9/11 were giving military support to the Northern Alliance and bombing the camps in afghanistan, it short, killing people. He wasn't listened to then, obviously.

If your point is that Clarke should have been listened to I think you have to include these ideas on your list.

Nobody, certainly not Clarke, has claimed that purely defensive measures would have been adequate.
