Orca, the problem, as Commission member John Lehman has noted, is a severly dysfunctional intelligence community in the United States. It's a systemic problem that has evolved over many years, dating back to the 1970's. To suggest that the failure to prevent 9-11 was the fault of the Bush administration is misguided.
