This makes a lot of sense, since the essence of the problem is not one organization, or a single genius-leader, but rather it is the general advent of an extremist fundamentalist way of interpreting Islam.

There always seem to have been such extremist currents in Islam, and now and then they were brought to the forefront. During the times of ibn Taymiyya it was precipitated by Mongol invasions -- nowadays, the Western - cultural - threat is seen by the extremists and true believers as just as lethal as the Mongol sword was.
