Apparently something is either wrong with Hotmail or formatting a message is now a premium service. These are the instructions but when I click on Tools the rich text editor is not an option.

# Go to the Mail page.
# Click New to compose a new message.
# Click Tools, and then click Rich-Text Editor ON (if the menu says Rich-Text Editor OFF, the Rich-Text Editor is already on). When the Rich-Text Editor is on, a toolbar appears above the text area.

On the attachment, you can't paste a pic..you must attach it.
