The individual doesn't pay the employer match unless self employed. The self employed are a small %.

Now even doing it your way its 39% for A versus 38% for B and still that is on a % basis not absolute level as Taxpayer B is still paying 25k more in taxes. Taxpayer derives no additional benefit and actually SS benefits will be almost the same (once you reach the 87k it doesn't matter if you make 87 or 1M your retirement benefits the same)
