If bin Laden moves into a house in a nearby neighborhood, installs a phone and has his name and number listed in the phonebook, goes about a well-known daily routine that includes going to his church several times a week, and appears regularly on television -- living completely in the open -- then I would suggest we send a few people over to his house and pick him up What if he is surrounded by a dozen body guards at all times and is in the midst of hundreds or thousand of radical supporters who would shoot at the few people you send over to his house?
