He missed Al Qaeda all together.

Even worse, he has now created a new situation where the AQ is after him in Iraq.

The primary message that the Clinton administration tried to get to the Bush administration was the Al Qaeda was a huge threat...and intel indicated an imminent threat. Bush did nothing.

That is a under statement. Bush told Bob Woodward that he could not comprehend the gravity of threat posed by AQ and consequently he did not give it the priority that the Clinton folks gave. So the cat and mouse game that Clinton was engaged in when he handed it over to Bush fizzled because Bush was away having a good time at his ranch and still in the process of recovering from the realization he became President with only 5 votes. Cheney was away holding clandestine meetings with his energy buddies and figuring out how to tap the Alskan oil reserves etc. etc.

And to our shock and dismay, the AQ struck while the US fell asleep.
