More BS. Clinton was using all the tools in the fight on terror. He was more focused on the fight against terror than Bush was. It took 9-11 to blow Bush off the pot...talk about reactive!

We are talking about 1996, where Clinton took a law enforcement approach to terrorism.

Kerry proposes that he will deal with terrorism as primarily a law enforcement and intelligence issue. That was the basic Clinton and Bush pre-9/11 policy.
