I saw the Kissinger interview. The point he made was that the 9/11 Commission was unique and felt Bush would benefit if Rice spoke. I agree with you that Rice and Cheney are both brilliant. They speak logically in an even tone that is totally disarming for their opponents. At this point, I am inclined to agree with Kissinger. Democrats have made such a stink about Rice testifying publicly that the audience would be enormous and I think there would be considerable gratification seeing democrats regret getting what they asked for.
