I think that plan is pretty weak. If I were him, I would propose to undue the "Hummer tax break" which allows businesses to write off the cost of a gas guzzling monstrosity.

Replace it with a tax credit for buying hybrid vehicles, and then put the heat on Detroit to keep pace with Japan in producing such vehicles.
