The US Government does NOT collect income/capital from its own effort in the same way a business does. It only receives money from taxes from individuals or corporations.

The Feds also receive money for services and products. Some local government agencies operate without any tax revenue for example some airports, ports and utilities. Generated funds often exceed operating expenses and are used for capital improvements. Salaries of these non tax supported government employees purchase goods and services.
