Wonder how the accountants for the government work this. Does the Government provide the initial funds for the project...(i.e. airports, ports, utilities....)? Or do those entities come up with the original funds themselves (as does private business)?

After income comes into to those entities, do they pay back the original funds to the Government, with interest? Regular business' does this, as most of us know.

Do the local government agencies you spoke of that operate without tax revenue pay taxes?
