I don't know what TAPs is. But one thing is clear and that is that OPEC has way more control on the supply and hence the price of oil. Beyond ANWR, there is now a three year backlog for processing drilling permits in non controversial areas, yet the Bush administration won't hire the additional personnel needed to process the permits.
