The OAS raves about the fairness of the May 2000 elections:

I think what you have done is bought into the U.S. propaganda campaign. A few of the lower level elections (about 7 out of 700 seats) were disputed. Following the U.S. government's lead, the U.S. media conflated that story with Aristide to make it appear that his own election was questioned. It was not.
