Raising of taxes when the nation is at war is and has been a very practical thing. Even Arnold, who rode into Sacramento on the no tax pledge, got a 15 billion bond passed and then discovered to his dismay that these measures wouldn't cut it, he has relented and is now looking at tax increases favorably.
